## Definition and scope

Municipal transactional, document and geospatial infrastructure that connects applications, case files, property identity, evidence, inspections, business licenses, documents and authorized institutional sources. TITAN prepares, checks, routes and records; the competent authority retains formal decisions and official actions.

## Public capabilities

- Digital applications and case files with documents, stages, tasks, responsibilities and history.
- Property identification and linked registry or territorial information, with ambiguous matches held for review.
- Land-use workflows covering requirements, evidence, inspections, document preparation, municipal decision, signature, delivery and archive.
- Business-license workflows that keep requirements, checks, reported payment, verified payment, issuance and validity distinct.
- Field inspections connected to their case, property, staff member, forms and permitted evidence.
- Controlled document generation, digital-signature validation, delivery, traceability and recovery.

## Current land-use submission channel

Clarified on September 5, 2026: land-use applications are submitted through the TITAN municipal web form, embedded in the municipality’s website. The form is also part of TITAN and links the application to its digital case file. These applications are currently submitted through that web form, not through WhatsApp.

## Interoperability

The publicly described ecosystem includes VUI / PROCOMER, property registry sources, SIRI, GIS / ArcGIS and Survey123, CCSS, Hacienda and authorized municipal systems. Each institution requires its own agreed access, permissions, rules, data and environments. Interoperability does not imply universal access or commercial endorsement by an interoperated institution.

## Functional status and evidence

TicoNeural technically confirms the described capabilities as operational. For land-use intake, the September 5, 2026 clarification takes precedence: the submission channel is the TITAN municipal web form, not WhatsApp. This is a provider statement, not an independent audit or external certification. The August 3, 2026 article is a historical progress report and preserves the status reported at that time.

Three scenarios: track a land-use request, connect a field inspection and oversee a business license. Every case, message and state is fictional. The examples illustrate requirements, evidence and oversight; they do not show citizen records, issued decisions or production metrics. They do not connect to operational services or create real case files.

## Institutional authority

A reported payment is not a verified payment. A draft document is not an issued decision. A property match or map overlay does not replace technical judgment. Official review, signature, issuance and financial authority remain with the institution. TITAN is not presented as legal autonomy, universal compliance or a guarantee of zero errors.

## Relationship to Agentic Assistance

Agentic Assistance understands and coordinates citizen interaction. TITAN organizes case files and regulated workflows. Land-use applications currently enter through TITAN’s municipal web form. Messaging is not the current land-use submission channel and does not substitute for the institutional system of record.
