From message to official case file: TITAN prepares municipal permits through WhatsApp

Residents will be able to use a familiar channel while TITAN turns the interaction into a traceable municipal case, runs the institutional workflow and keeps the final decision with the local government.

TITAN is in an advanced implementation stage for zoning certificates and commercial business licenses. TicoNeural has completed an initial round of interoperability tests in the Investment Single Window test environment.

Volume, concurrency, security and continuity testing comes next. The WhatsApp experience will be announced as available only after the full flow has completed validation.

A municipal process may begin with a simple question. The serious work comes next: identify the applicant, collect requirements, open a case, coordinate reviews, preserve every action and issue a result that can be verified.

TITAN was built to manage that complete chain. Its conversational layer is being prepared so a business license or zoning request can begin and be followed through WhatsApp without turning the messaging service into the government's system of record.

A simple conversation, a governed case file

The conversational channel will guide residents according to the service they need. It can request the minimum information, explain requirements in plain language, receive documents and redirect identity-sensitive steps to a secure institutional environment.

TITAN then structures the interaction as a municipal case. Status changes, requests for correction, documents, reviews and decisions remain attached to the appropriate record under the access and audit rules defined by the institution.

What residents will be able to do

  • Identify whether they need a business license, zoning certificate or initial guidance.
  • Receive requirements and explanations adapted to the procedure.
  • Provide initial information and continue securely when stronger controls are required.
  • Respond to correction requests and check case status without unnecessary travel.
  • Receive notices about payments, inspections, decisions and available documents.

The design follows data-minimization principles. Not every piece of information belongs in a conversation. Identity, signatures and sensitive documents move to protected institutional steps without breaking the continuity of the resident experience.

What happens inside TITAN

While the resident sees a conversation, municipal teams work in a structured workflow. TITAN creates the case, applies the appropriate rules, assigns tasks by responsibility and preserves an event history.

The platform covers the operational stages that make a procedure real: document review, technical verification, inspection when required, payment management, issuance and public document validation. The interface changes; institutional accountability does not.

Interoperability with Costa Rica's Investment Single Window

TITAN is also advancing its integration with Costa Rica's Investment Single Window. The platform coordinates business procedures and connects municipal requests with requirements handled by other institutions. WhatsApp does not replace that channel. It adds a more accessible entry point for residents.

As of this report’s August 3, 2026 cutoff, TITAN had received test requests, incorporated them into the municipal workflow and prepared results for return through the relevant institutional channel. At that time, the interoperability workflow described here was undergoing technical validation before production use. This paragraph documents that historical stage, not TITAN’s current operational status.

The municipality keeps decision-making authority

TITAN does not grant licenses or approve zoning on its own. It organizes information, automates repetitive tasks and helps each case reach the competent official with better context. Technical judgment, signature and resolution remain under municipal authority.

That boundary matters. A faster resident experience is sustainable only when it includes traceability, separation of duties, human review and auditability.

Designed to adapt across municipalities

TITAN is municipality-agnostic. Its core can be configured for each local government's regulations, departments, forms, roles and process sequence without rebuilding the full platform. The technology is reusable; institutional configuration remains local.

This architecture allows a capability proven in one municipality to become available to others, subject to their own legal, technical and operational review.

What comes next

The immediate priority is to demonstrate stable behavior under load, preserve every event and recover correctly from interruptions. The entire resident journey must also be validated from the first question to the final document, including privacy and security controls.

WhatsApp will be the familiar doorway. TITAN will remain the infrastructure that turns the conversation into a governed, verifiable and useful public service.
