VISIBILITY FOR STAFF

What your institution can oversee

01

The stage of the request

Identify requirements, checks and the next step in each case.

02

Evidence and responsibility

Connect documents, fieldwork and actions to their case.

03

The institutional decision

Keep review, signature and issuance with the competent authority.

OPERATIONAL PRODUCT · TICONEURAL ENGINEERING

Proprietary technology, configured for each institution.

The municipality retains authority over its data, permissions and decisions. TicoNeural provides the platform, implementation and technical operations.

FOR MUNICIPAL LEADERS

Land-use and licensing workflows without chasing a case across systems.

TITAN joins the application, land information, inspection, requirements and documents in one visible workflow. Municipal leaders can see where a case stands without taking the decision away from the responsible official.

01

One case, not five folders

The application, documents, field evidence and states are linked in the same workflow.

02

Less repeated manual work

Authorized sources contribute different data without requiring staff to copy and reconstruct the same information.

03

The institution stays in control

The platform prepares, checks and documents; the decision, signature and official action remain with the institution.

CAPABILITIES EXPLAINED · LEADERSHIP AND IT

What TITAN organizes, verifies and delivers

A digital case file brings the application, property, requirements, evidence, documents and responsible staff into one workflow. Interoperability means consulting and coordinating authorized sources without replacing each institution’s authority.

One case file, six connected areas

Open each area to see its inputs, the work it organizes and the responsible role.

FUNCTIONAL CHAIN Separate evidence. Connected case file. Preserved authority.

Four evidence groups—property identity, territorial context, field evidence and institutional checks—feed a digital case separately. The case passes through requirements and controls, document preparation and a decision by the competent authority, retaining state, responsibility, integrity and auditing throughout.

EVIDENCE 01 Property identity

Property identifiers and relationships.

EVIDENCE 02 Territorial context

EVIDENCE 03 Field evidence

EVIDENCE 04 Institutional checks

TRACEABILITY CORE TITAN digital case file

Documents, states, responsible staff and evidence remain linked without confusing the authority of each source.

MUNICIPAL REPLICATION

Reuse the platform. Preserve the institution’s context.

Implementing TITAN at another municipality starts from an existing foundation. The process separates reusable capabilities from each institution’s rules, sources and validation.

01Product foundation

Reuse

  • Digital case-file structure
  • Form and document capabilities
  • Modules and functional workflows
  • Access and traceability controls
02Municipal context

Configure

  • Institutional requirements and templates
  • Roles, responsible staff and permissions
  • Authorized sources and connections
  • Brand identity and enabled channels
03Institutional acceptance

Validate

  • Representative procedure cases
  • Consistency with source information
  • Review and signing by the authority
  • Operational acceptance and follow-up
  1. Agreed scope
  2. Configuration
  3. Municipal validation
  4. Operations and follow-up

Reuse the platform’s capabilities, not another municipality’s case files or data. Timelines are defined by the scope and conditions of each implementation.

OPERATION AND CONTROL

Operational capability with evidence and institutional authority.

TicoNeural confirms that TITAN’s published capabilities are operational. Institutional deployment configures access, regulations, permissions and responsibilities.

GOVERNED INTEROPERABILITY Connecting sources does not merge their authority.

The described connectors are operational. Credentials, permissions, rules and environments are configured for each institution without rebuilding the technology.

OPERATIONAL GOVERNANCE Continuity is part of the product.

The design includes segregation of duties, recoverable states, strict validation, RACI, incident classification and procedures to restore, reconcile and retire capabilities.

  • High-impact outputs require several affirmative checks.
  • An external failure results in an unverified state, never automatic compliance.
  • Documents are checked for integrity and defined controls, not just appearance.
  • Every change must retain evidence, QA and a rollback path.

EVALUATION QUESTIONS

What to expect from TITAN

Brief answers for leadership, technical, legal and citizen-service teams.

What is the TicoNeural TITAN Ecosystem?

It is municipal transactional, documentary and geospatial infrastructure for organizing case files, territorial evidence, inspections, business licenses, documents and interoperability under institutional control.

Does TITAN approve or sign applications on its own?

No. TITAN prepares, validates, routes and preserves evidence. Decisions, signatures and official actions remain with the competent authority and the controls defined by the institution.

Which sources can it interoperate with?

TITAN operates integrations with VUI/PROCOMER, RNP, SIRI, GIS/ArcGIS, Survey123, CCSS, Hacienda and tax services, preserving each source’s permissions, traceability and authority.

Are the described integrations operational?

Yes. The published integrations are operational in the ecosystem. A new institution configures its access, credentials, rules and permissions; the capability does not need to be rebuilt.

What does TITAN do with a land-use request?

It receives the application, creates the case, identifies the property, reviews requirements, consults authorized sources, includes an inspection when required, prepares documents and preserves the decision, signature, delivery and archive under municipal control.

What does interoperability mean in TITAN?

TITAN can consult or coordinate authorized institutional sources while retaining their provenance, permissions and state. This does not mean one source replaces another or that TITAN assumes its authority.

Where are land-use applications currently submitted?

Through the TITAN municipal web form, embedded in the municipality’s website. The form is part of TITAN and links the application to its digital case file. These applications are currently submitted through that web form, not through WhatsApp.
